Centre of Cyber Logistics

Overview
Centre of Cyber Logistics (CCL) is committed to elevating Hong Kong’s standing as a world-class digital logistics hub and as the offshore command centre for Mainland enterprises now expanding across the globe. In an era where real-time supply chain and logistics data, tokenized assets, and programmable money are redefining the trade landscape, we collaborate with logistics operators, carriers, banks, fintech enablers, and regulators to translate breakthrough technologies into everyday commercial advantage.
To strengthen Hong Kong’s role in global commerce, CCL partners with industry leaders and policy makers to propagate practical know-how on blockchain-enabled trade documents, real-world asset (RWA) financing, and stablecoin settlement. Through continuous academic and applied research, we help the sector convert these tools into measurable gains in speed, cost, and risk control. We also curate open forums where researchers, coders, financiers, and frontline operators exchange insights that can be adopted immediately in the C-suite.
We develop and track new competitive indices that blend carbon intensity, real-time visibility, and tokenised-asset liquidity, and we analyse how Hong Kong can leverage its common-law certainty, offshore-currency flexibility, and deep capital pools to turn these pressures into fresh service offerings. We also examine the convergence of RWA tokenisation, stablecoin cashflows, and Web3 trade-finance rails. We measure how bills of lading, warehouse receipts and carbon credits—when issued as programmable tokens—can cut days-sales-outstanding, and how stablecoin settlement can shield exporters from FX swings in emerging markets. Our work also explores the legal and privacy architectures required to let Mainland firms host sensitive commercial data in Hong Kong while accessing global counterparties, ensuring compliance with both Chinese and overseas regulations.
